I believe I have solved the Sword of Knowledge puzzle. You can slay the dragon in 9 chops.

First, cut off two tails. This will leave the dragon with 4 heads and 1 tail. One chop

Next, cut off one tail. This will leave the dragon with 4 heads and 2 tails. Two chops

Next, cut off one tail. This will leave the dragon with 4 heads and 3 tails. Three chops

Next, cut off one tail. This will leave the dragon with 4 heads and 4 tails. Four chops

Next, cut off two tails. This will leave the dragon with 5 heads and 2 tails. Five chops

Next, cut off two tails. This will leave the dragon with 6 heads and 0 tails. Six chops

Next, cut off two heads. This will leave the dragon with 4 heads and 0 tails. Seven chops

Next, cut off two heads. This will leave the dragon with 2 heads and 0 tails. Eight chops

Next, cut off two heads. This will leave the dragon with 0 heads and 0 tails. The dragon is slain in nine chops.

Chop #1 = chop off 1 tail (plus two tails) ; now there is 3 heads, 4 tails
Chop #2 = chop off 1 tail (plus two tails) ; now there is 3 heads, 5 tails
Chop #3 = chop off 1 tail (plus two tails) ; now there is 3 heads, 6 tails
Chop #4 = chop off 2 tails (plus one head) ; now there is 4 heads, 4 tails
Chop #5 = chop off 2 tails (plus one head) ; now there is 5 heads, 2 tails
Chop #6 = chop off 2 tails (plus one head) ; now there is 6 heads, 0 tails
Chop #7 = chop off 2 heads (nothing) ; now there is 4 heads, 0 tails
Chop #8 = chop off 2 heads (nothing) ; now there is 2 heads, 0 tails
Chop #9 = chop off 2 heads (nothing) ; now there is 0 heads, 0 tails - ITS DEAD! YAY! :D
So, the answer is nine chops!
